North Korea's decision to offer at least a partial look at its nuclear capability marks a major sign of progress by a multinational effort to end the country's drive to build nuclear weapons.

As a demonstration of veracity, the North Korean government officials planned on Friday to blow up a cooling tower at the Yongbyon reactor, about 60 miles, north of Pyongyang.

White House spokewsoman Dana Perino said U.S. officials would verify North Korea's declaration over the next 45 days, and make the North eligible for U.S. aid and for loans from international institutions like the World Bank. The North was initially put on the terrorism list two decades ago after its agents blew up a South Korean airliner carrying 115 passengers.

In addition to removng North Korea from the United States' list of state sponsors of terrorism, U.S. officials said the government would also lift sanctions imposed on North Korea as part of the World War I-era Trading with the Enemy Act. The  move would leave Cuba alone on the list.

Is the electorate confused or enlightened? Retired professor Lana Stein raises questions she hopes people will study.

Sen. Barack Obama told Pastor Rick Warren at the Saddleback Church forum that he wouldn't have appointed Clarence Thomas to the Supreme Court, partly because of inexperience. Conservatives responded, charging that Obama is less qualified than Justice Thomas.
