			<description>The way cities avoid regressive taxes or keep tax rates on their residents-reasonable-is by recovering and building their convention, group travel and travel for entertainment and banking tax revenue brought in by people. St. Louis has not. Rex has been 'attentive' to midtown. He 'forgo't about Downtown. He could look at what Dallas opened downtown that has generated gross revenue of about $300 million since early November. And he might see how much tax revenue that has generated. His answer is illustrated in downtown Dallas,right now.</description>
