Should we change the 14th Amendment?

Leo Berman, a Republican Texas lawmaker, plans to introduce a bill in January 2011 that would challenge the 14th Amendment clause that grants citizenship to children born on American soil -- including those born to illegal immigrants. Berman believes that by entering the country illegally, these immigrants are committing a crime against the U.S. He wants the 14th Amendment clause that deals with citizenship to be changed. What do we learn from student achievement tests?

Under the federal No Child Left Behind law, the emphasis on education for its own sake has changed. Today, across the state, students take the Missouri Assessment Program test, with a focus on school improvement and teacher accountability. In Illinois, students take the state's Standards Achievement Test. Many teachers complain that they have to spend too much time "teaching to the test."
The St. Louis Beacon and KETC/Channel 9 want to learn your take on the MAP test and how much weight student test scores should get in judging how well a school/school district is doing. Help us sum up the struggles of living in low-income neighborhoods.

Agencies that work with refugees say they face a constant battle to find large apartments with affordable rent in some low-income neighborhoods neighborhoods. Counselors and social workers try to teach the immigrants how to be streetwise, but the task is hard because many come from war-torn or developing countries and believe they are safer in the United States.

Can cyclists and motorists share the road?

The St. Charles County Council is considering a proposed ordinance that would prohibit bicycles on certain roads. Advocates and opponents of the measure are facing off in the debate of safety vs. personal freedom.

Where do you stand on Missouri's health-care proposition?

On Aug. 3, 2010, Missouri voters will have the chance to vote on whether to accept or reject a proposition that would deny the federal government the authority to penalize people who don't participate in government-mandated health-insurance programs. Proposition C, the proposed change to the Missouri Statutes, is intended to protect individuals, employers and health-care providers from facing penalties for refusing to participate in health-insurance programs.
The St. Louis Beacon wants to learn your take on this issue. We'd also like to take your pulse on the strength of the Tea Party movement and a few other political issues. Please respond to and tell us where you stand on this political frontier.

What would you do if you were unfairly treated at work?

"Made in L.A." is a film about immigration and the garment industry where historically poor and unskilled workers, mostly female immigrants, have performed the work. The film follows the journey of three Latina immigrants working in L.A.'s garment factories and their struggle as they wage a three-year battle against a major clothing retailer.
The film offers a glimpse into the "other" California where immigrants in the clothing industry claim they toil long hours with sub-minimum pay and poor working conditions. KETC/Channel 9 and the St. Louis Beacon want to learn your insights.

How can Community Cinema be even better this fall?

Community Cinema brings folks together to view great films. Once a month from fall to summer, audiences and community organizations gather at the Missouri History Museum in Forest Park. They get together to watch, expand their knowledge and have good discussions about PBS Independent Lens films.

We are looking for people who have insight into what makes a screening great, interesting and when they leave they want to change the world! How are you getting ready for broader smoking bans?

A ban on smoking in public places in St. Louis and St. Louis County will take effect Jan. 2, 2011. Casino floors, some hotel rooms, private clubs and tobacco stores will be exempt. In the city, small bars -- less than 2,000 square feet where food sales are "incidental" to alcohol consumption -- will have five years to comply with the ban, while they will be exempted in the county.
If you are a business owner, what are you doing to prepare? If you are a smoker, is this going to make you consider quitting, or are you just going to stay home? Help the Beacon report on this issue by telling us where you stand.

Undocumented immigrants: Is deportation the answer?

There are an estimated 11 million undocumented immigrants in the United States. The arguments for deportation can be summarized in the following statements: "They definitely broke the law by entering the U.S. illegally"; "they are a strain on our economy because they use our health care and schools"; "they take jobs away from legal citizens"; and "they don't pay taxes." Arguments against deportation revolve around these statements: "They work hard for their families and are generally good people trying to better their lives"; "they do pay taxes if they get a paycheck or own a car or shop in stores"; "they take jobs Americans would not take such as farm work, nanny and housekeeping jobs"; "they provide "cheap" items for us to buy because they provide cheap labor" and "they would become citizens if the path to citizenship was more streamlined".

British Petroleum seems to have successfully sliced off a pipe in an effort to contain the Gulf oil, but oil continues to spew into the Gulf of Mexico. The situation poses a natural disaster not only for Louisiana and Mississippi, but is also threatening the Florida coastline.

Should we learn more than one language?

In the United States, with more than 1 million immigrants becoming naturalized citizens in 2008, learning another language could be a good thing to help promote communication and mutual understanding. But many U.S. citizens agree with some lawmakers who have proposed such laws as having English-only ballots and driver's license exams. With millions of people in the U.S. who speak a language other than English, do these proposed laws help or hurt?

How can we reduce obesity and diabetes?

Statistics show that obesity and diabetes rates are high in the United States. The latest Gallup-Healthways Well-Being Index, showed that nearly two-thirds of adults in the U.S. were either overweight or obese in 2009. Conditions are even worse for racial and ethnic minorities. African Americans are 51% more likely to be overweight or obese than non-Hispanic white Americans. Hispanic Americans are 21% percent more likely to be overweight than non-Hispanic whites.
At the same time, 23.6 million children and adults in the United States -- 7.8% of the population -- have diabetes. For African Americans, the figure is 11.8 percent, 10.4 percent for Hispanics, 7.5 percent for Asian Americans and 6.6% for whites.
Meanwhile, the costs associated with these conditions are huge: The Denver Post reported recently that University of Chicago researchers predict that in the next 25 years, the number of people with diabetes in the United States will double to 44.1 million from 23.7 million and spending Please respond through our Public Insight Network.

How can we connect the Arch with its surrounding areas?

The National Park Service and St. Louis Mayor Francis Slay have launched an international design competition to bring new life to the Arch grounds and find ways to better connect the grounds to the Mississippi River and neighboring parts of downtown St. Louis. The project is being run by CityArchRiver2015, a new private foundation, and the National Park Service, which oversees the Jefferson National Expansion Memorial’s riverfront grounds. The winning design will be announced in September, with the resulting work to be finished by October 28, 2015 – the 50th anniversary of the completion of the Arch.

Is the United States of America still a homeland for the poor and oppressed?

KETC/Channel 9 is exploring the role of immigrants in our communities and the common bonds of all Missourians in our shared homeland. Through conversations with citizens, an interactive website and a prime-time four-hour television series, we hope to shine a light on varied issues faced both by immigrants and existing communities.
The pedestal below the Statue of Liberty reads "Give me your tired, your poor, Your huddled masses yearning to breathe free, The wretched refuse of your teeming shore. Send these, the homeless, tempest-tossed to me, I lift my lamp beside the golden door!" Emma Lazarus wrote these words in 1883. Over the years these words and the Statue of Liberty have come to stand for freedom, democracy and international friendship. Are these words still true for our nation today? Does America still stand behind the symbolism of the Statue of Liberty?

How can we successfully teach children from all backgrounds?

Despite many best efforts of educators and politicians, too many public schools continue to struggle with challenge of helping all children learn to the best of their ability. Urban schools and those that serve large numbers of poor children have particular difficulties and the academic achievement gap remains between white students and students from other racial or ethnic groups. Now, President Barack Obama wants to revamp No Child Left Behind, the education policy of his predecessor, and develop a new plan for improving rates of success for greater numbers of children. What's your take on undocumented workers in Missouri?

Missouri law prohibits an employer from "knowingly" employing an unauthorized immigrant to perform work within the state.
This issue is gaining attention after 14 undocumented workers were arrested in February in Farmington, a small town in Southeast Missouri. The men had been hired to help build a new hotel. The local sheriff said he hoped the arrests would help restore jobs to legal citizens in St. Francois County, where the unemployment rate is more than 11 percent. The Office of U.S. Immigration and Customs Enforcement, however, told the Sheriff that the case was not a priority and he had no authority to hold the men in jail.Attorney General Chris Koster announced that he is launching an investigation into the situation and will report back to the General Assembly and the state at large.

What is Metro worth to you?

On April 6, St. Louis County voters will have the chance to decide whether they want to approve a sales tax increase to support the Metro transit system. Voters rejected a similar request in November 2008. Metro responded by cutting service in March 2009; the agency restored about half of those cuts after it received a one-time, $12 million boost from the state of Missouri plus about $6 million in federal grants. Some areas remain without service, and many routes are reported to be overcrowded.

Reports in the aftermath of the massive earthquake that struck Chile indicates that the temblor is one of the most powerful on record, unleashing about 500 times the energy of the quake the struck Haiti in January. Hundreds are dead and the damage is widespread.

How are smoking bans changing your habits?

If you like to eat at a restaurant or sample an adult beverage in a bar in the lovely city of Kirkwood, you may have noticed something different in the air -- or maybe what's not in the air. That's because as of Jan. 2, Kirkwood has gone smoke free in all enclosed workplaces, including restaurants and bars. Some people have objected that the ban went into effect too quickly after voters approved it in November 2009. They would have preferred a gradual transition, like in the city of St. Louis or St. Louis County, where voters also approved bans, but have allowed proprietors and business owners until 2011 to comply. Meanwhile, in Illinois, where smoking was outlawed in almost all public places, including the prisons, since 2008, life goes on.

What's the racial buzz in your community?

It's been nearly two years since gunfire erupted in what was supposed to be a routine council meeting in Kirkwood City Hall. But instead of business as usual, a deadly attack by a man known as "Cookie" Thornton, left a permanent scar on the mostly picturesque community.

Do you remember the glory days of soccer in St. Louis?

St. Louis has long been a major hotbed of soccer. Five of the 11 players on the national soccer team that defeated England in the 1950 World Cup were from St. Louis. In addition, 20 St. Louis soccer personalities are enshrined in the National Soccer Hall of Fame.
In 1959 soccer became a varsity sport at St. Louis University and a college dynasty was born; the school's team won national titles in 1959, '60, '62, '63, and '65. On a national level in 1967, St. Louis established the St. Louis Stars, which stole the spotlight from other sports such as the Cardinal baseball team. Two players of fame for the Stars were Pat McBride and Al Trost. Both men also played for St. Louis University.

Are you underemployed?

The U.S. Labor Department calculates "underemployment" by adding to the unemployed those people who are "marginally attached" to the labor force and those who are employed part-time for economic reasons. The "marginally attached" are those who have been unemployed for the past 12 months but have recently stopped looking for work. In December 2009, the underemployment rate rose to 17.3 percent of the civilian labor force -- nearly 27 million people. In addition to those folks, an uncounted number are working at jobs outside their professional experience or training, and often for less money than they were hoping.

What can you afford to pay for health insurance?

The U.S. Senate and House of Representatives have each reached agreements on legislation to change health care coverage in the United States. The proposals are similar but differ on such major issues as a new government-run insurance plan and abortion coverage.

What should we know about having a disability?

We are built a certain way, with the ability to do most things. When something keeps us from doing those things, whether it is our eyes, legs, or mental ability, we are often challenged by everyday life. The simple act of climbing stairs, cooking a meal, or driving a car can be a major obstacle. Even though The Disability Discrimination Act 2005 aims to end discrimination and protect people with a disability, they still face many hurdles.
The St. Louis Beacon and KETC/Channel 9 want to know the stories of people in our area who have a disability and have overcome obstacles. Please help us explore those stories.

How do you look at race from within your own group?

The St. Louis Beacon is continuing to look at issues involving race and ethnicity in the special Race, Frankly series, which we started in July. In January 2010, the Beacon will report on how race affects relationships within individual groups. Through our Public Insight Network, we want learn about how people in the same kinds of groups treat each other, especially when they're different because of such things as their skin tone, the way they speak, or where they were born.

Is it time to hang up and drive?

Distracted driving -- including cell phone use -- is a major contributor to automobile crashes, according to AAA. The group reports that between 4,000 and 8,000 crashes related to distracted driving occur daily in the United States. In a year, they contribute to as many as half of the 6 million U.S. crashes reported annually.
Many states, including Illinois and Missouri, have or will soon have new laws regarding cell phone use by drivers. Some of those laws specifically address sending text messages. Others set restrictions based on age.

Economists tell us that conditions are improving and the recession is almost over. At the same time, as we approach the 2009 holiday season, the unemployment rate and the price of gasoline continue to rise, and retailers are hoping for the best, but bracing for the worst. How do these things look like to you?

Are you learning later in life but living greater?

All over the USA, seniors and boomers are using their years of experience and knowledge in leadership capacities in their communities because they are "waaay too young" to sit back in their rocking chairs! In the last 20 years, we have found that learning helps people live longer and better. Joining senior programs, helps people find old friends and make new ones. It enhances seniors' lives as well as gives them a chance to remain independent and to contribute to their communities.
Help KETC/Channel 9 and the St. Louis Beacon discover the St. Louis senior "young at heart" stories and the local resources available to seniors by sharing stories about learning later but living greater.

What does it take for you to be healthy?

The St. Louis area is home to more than 50 hospitals, two world-class medical schools and a thriving biotechnology industry. Barnes-Jewish Hospital ranks among the nation's top hospitals, while Washington University Medical School is a major player in the Genome Sequencing Project and Saint Louis University Medical School is key in developing vaccines to protect against bio-terrorism attacks. Yet with all of these accomplishments, our region rank among the nation's highest with such problems as infant mortality, sexually transmitted diseases, obesity-related illnesses and lead poisoning. And in every case, these health problems disproportionately affect people from minority groups.

Where should your garbage go?

Every year the United States generates 246 million tons of solid waste. All this waste gets put into landfills, which are decreasing in number but increasing in size. In the spring, Channel 9 will be screening and discussing an Independent film, "A Village Called Versailles", which focuses on the opening of a government-imposed landfill near a small New Orleans community.

How will American Airlines' service cuts affect you?

As part of a major restructuring of routes, American Airlines is eliminating direct service from Lambert-St. Louis International Airport to 30 airports, including Philadelphia, Las Vegas and even Springfield/Branson. State Sen. Jeff Smith, D-St. Louis, pleaded guilty Tuesday to obstructing justice in a federal investigation of Smith's unsuccessful run for Congress in 2004 and resigned from his Senate seat.

What have you found on your detours?

Is your budget making you limit after-school activities?

If you take a look at a local school's list of extracurricular activities, you'll find things ranging from the Anime Appreciation Club to Youth in Government. In between, you can find the more typical offerings such as band, basketball and bowling. Away from school there's Scouts and music or dance lessons.
As schools throughout our area begin another term, the St. Louis Beacon and KETC/Channel 9 want to learn what you (or your children) are doing outside of the classroom, and how you are fitting those things into your budget.

What Missouri story should Channel 9 tell next?

This year, KETC/Channel 9 produced three hour-long documentaries for a series titled "Missouri Life". The documentaries, airing later this year on KETC, focus on unique Missouri events such as Mardi Gras, the St. Louis Marathon and Circus Flora.

Is it racial profiling or just good police work?

The recent encounter between Harvard University professor Henry Louis Gates and Cambridge police Sgt. James Crowley has turned the national spotlight on how law enforcement officers and the public interact. Crowley came to Gates' home after a neighbor called police and reported a possible break-in. The ensuing events ended with Crowley, who is white, arresting Gates, who is black, on a charge of disorderly conduct. The charge has since been dropped.
As part of our continuing coverage of Race, Frankly in cooperation with the Missouri History Museum, the St. Louis Beacon and KETC/Channel 9 want to learn about your experiences. If you are a police officer, have you ever felt wrongly accused to treating a suspect differently because of race? Will you take advantage of new student loan repayment options?

Recently, two debt-forgiveness options were made available to students struggling to repay loans: the Public Service Loan Forgiveness Program, which eliminates student loan debt after 10 years of service to certain non-profit organizations, and the Income Based Repayment Plan, which allows grads to repay loans according to their reported income.

Where is the stimulus money most needed in your community?

Last month, President Obama signed into law a stimulus package that would provide economic relief to each state. It has been reported that Missouri will receive more than $4.3 billion in funds, and Illinois will receive close to $8 billion. Both states have broad plans for construction, education and healthcare.

What lessons have you learned since the Kirkwood shootings?

On Feb. 7, 2008, contractor Charles "Cookie" Thornton entered a Kirkwood, Mo., City Council committee meeting and began shooting. Thornton killed five people before he was fatally shot by police. Mayor Mike Swoboda was wounded; he never fully recovered and died several months later. The shootings raised many questions about race relations in Kirkwood and about how citizens are able to communicate with their government.
